John Richard Daley is a seasoned government affairs professional with keen business acumen and a track record of success in infrastructure, technology, sports, and hospitality.

Tiffany S. Sostrin

Managing Director

Tiffany Sostrin brings two decades of local and state government leadership and an extensive network to Daley Strategy. She excels at building strong relationships, community engagement, and coalition building.

As Director of Legislative and Community Affairs for the Chicago Park District, Tiffany successfully advocated for over $10 million in congressional project funding and earmarks. She also served as Deputy Director for Intergovernmental Affairs in the Office of the Mayor for the City of Chicago, leading Mayor Lori Lightfoot’s City Council intergovernmental affairs team. Her diverse experience includes business strategy and management consulting at IBM and Wipro. 

Tiffany holds a Juris Doctor from Loyola University Chicago School of Law (Cum Laude) and a Bachelor of Science in Public Policy and Government Affairs from Indiana University Bloomington. She currently serves on the Chairman’s Advisory Council for the Big Shoulders Fund, which supports schools in Chicago and Northwest Indiana.

Michael L. Daley

Vice President

Michael L. Daley is a government affairs expert with extensive experience in state and federal transportation policy. He is dedicated to fostering innovation and advancing mobility solutions through strategic collaboration in the transportation and technology sectors.

As Vice President for Governmental & University Affairs at Innova EV, Michael led strategic planning, business development, and investor relations for sustainable mobility solutions. He also served as Director for Governmental Affairs at the U.S. Department of Transportation and was instrumental in advancing key initiatives such as the FAST Act, TIGER program, FAST LANE, and Smart Cities Challenge. 

Michael holds a Bachelor’s degree from Regis University.

Rachel Leven

Policy Advisor

Rachel Leven has over a decade of experience in local and state policy. She is dedicated to balanced, practical policy research, producing the firm’s popular weekly newsletter, and providing issue-based policy analysis.

As a Deputy Policy Director for Mayor Lori Lightfoot, Rachel managed a diverse range of initiatives including labor policy, procurement reform, COVID response, and election administration. Before that, she served as Head of External Communications for the Chicago Inspector General and as Policy Manager at the Better Government Association. Rachel was a 2010 Fulbright scholar, publishing her research on municipal solid waste management with Foreign Affairs. Through her firm, RL Insights, Rachel works with national and local organizations to transform research into actionable policy.

She holds a Master of Public Policy with a focus on the environment from Duke University and a Bachelor of Arts in International Relations from Tufts University.
